SR-91 is the major east-west corridor used by daily commuters between Riverside and Orange counties. A rapidly growing population has resulted in the need to increase the capacity of the severely congested SR-91 corridor by extending existing express lanes by eight miles. The project also includes improvements to I-15 in Riverside County, and the addition of and modification to direct connectors at the I-15/SR-91 system interchange.
