This design-build project involved the new construction of a casino facility, an accompanying pavilion, and extensive sitework carried out in three phases. Phase I saw the relocation of an existing railroad spur and loading area, the demolition of the old facility, new culvert piping, and the procurement of the steel barge that became the foundation for the casino facility. Phase II involved site improvements, including site clearing, new retaining wall, street demolition, new curb and sidewalks, and sewer and water relocation work as well as the purchasing of steel sheet pile materials. Phase III, the largest portion of work, was the construction of the actual casino, pavilion, and porte cochere.
